Since the start of this year (thru Q3-2023), Florida has experienced a significant 21 percent year-over-year decrease in new residential construction permits, resulting in more than 79,390 new permits added to the HBW database. Out of the six Florida regions reviewed (Southwest, Southeast, Northwest, Northeast, West, Central), all areas have experienced year-over-year drops in new home construction ranging from 8 percent (Northwest) to 25 percent (Southwest), and nearly 64 percent of all new permits statewide originated from the three regions of West (18,643 permits), Southwest (17,596 permits), and Northeast (14,246 permits) Florida. Here is a closer look at the total number of new permits on record for the month in all six Florida regions reviewed:

From a county perspective, there were seven counties (out of 51 counties included in the report) that carried nearly 40 percent of all new home construction through the third quarter of this year; those counties are as follows:
Lee County (Southwest) – 5,720 permits
Pasco County (West) – 5,225 permits
Polk County (West) – 5,062 permits
Manatee County (Southwest) – 4,185 permits
St. Johns County (Northeast) – 3,967 permits
Hillsborough County (West) – 3,652 permits
Orange County (Central) – 3,490 permits

In Florida, there were 22,821 new swimming pool construction permits added to the HBW database from January through September of this year, reflecting a 26 percent year-over-year decrease in new pool construction.
While new swimming pool construction has been on the rise in Florida for several years, since last year, construction has been on the decline. Across the state, every region (Central, West, Southeast, Southwest, Northeast, Northwest) has demonstrated year-over-year drops in new pool construction ranging from -6 percent (northwest) to -32 percent (southwest).
Here is a closer look at new swimming pool construction permit data as recorded by HBW for Florida through the third quarter of this year:
Southwest
Out of the six regions reviewed, the southwest carried the highest volume of new pool construction, with approximately 6,425 new permits on record through Q3-2023. As previously noted, the area has exhibited a 32 percent year-over-year decline in new pool construction, and nearly half of all new permits originated from the counties of Lee (1,874 permits) and Collier (1,256 permits) where new pool construction is down since last year by 37 percent and 28 percent respectively.
Southeast
In the southeastern region of Florida, there have been nearly 4,225 pool starts since the start of this year through September, reflecting a 31 percent year-over-year decrease in new swimming pool construction. Out of the seven counties that make up the southeast, more than half of all new pool construction took place in the two counties of Palm Beach (1,394 permits) and Miami-Dade (962 permits) where there have been year-over-year decreases in permits of 33 percent and 36 percent respectively.
West
Through the third quarter of this year, there have been 4,086 new swimming pool construction permits added to the HBW database for the western region of Florida, reflecting a 23 percent year-over-year decrease in pool construction. Out of the seven counties reviewed in the area, nearly half of all new construction activity could be found in the two counties of Hillsborough (1,294 permits) and Polk (725 permits) where there have been year-over-year decreases in new permits ranging from 21 to 28 percent respectively.
Central
In Central Florida, there have been more than 3,375 new swimming pool construction permits added to the HBW database through the third quarter of this year, reflecting a 21 percent year-over-year decrease in pool construction. Out of the six counties included in the area report, Orange County held the greatest concentration of new swimming pool construction activity, having a 17 percent year-over-year decrease in construction that resulted in 1,200 new permits on record.
Northwest
Since the start of this year (thru Q3), there have been more than 2,385 new swimming pool construction permits in the northwestern region of Florida, reflecting a 6 percent year-over-year decrease in new construction. Out of the 18 counties reviewed and factored into the report for the area, the highest concentration of new construction activity could be found in Walton County, where there has been a 7 percent year-over-year decrease in new pool construction activity, resulting in more than 460 new permits through the third quarter of this year.
Northeast
In the northeastern region of Florida, there has been a 23 percent year-over-year decrease in new swimming pool construction, resulting in approximately 2,325 new permits on record with HBW through the third quarter of this year. Out of the eight counties reviewed in the area, the greatest concentration of new construction activity could be found in the counties of St. Johns (815 permits) and Duval (461 permits), where there have been year-over-year decreases in new permits of 29 percent and 22 percent respectively.

As reported in the Florida residential construction report earlier this week, there were more than 7,040 new residential construction permits with a total value in excess of $2.1 billion added to the HBW database for the Sunshine State last month. Tampa
In Tampa, there were nearly 1,860 new residential construction permits with a total value of more than $508 million on record with HBW last month. The average value of new home construction in Tampa (average value: $273,694) landed on the lower end of the spectrum in comparison to other Florida regions reviewed, and the bulk of new permits originated from the two counties of Polk (582 permits) and Pasco (501 permits).
Orlando
Last month, there were approximately 1,445 new residential construction permits with a total value of $496.4 million in the Orlando area. The average value of new home construction in Orlando (average value: $344,008) landed on the higher end of the spectrum in comparison to other Florida regions reviewed, and the counties with the greatest concentration of new home construction activity were Orange and Brevard, with 337 and 329 new permits on record respectively.
Jacksonville
In Jacksonville, there were approximately 1,225 new residential construction permits with a total value of nearly $306.5 million last month. The average value of new home construction was lowest in Jacksonville (average value: $250,366) in comparison to other regions reviewed, and the majority of new permits originated from the two counties of Duval (484 permits) and St. Johns (446 permits).
Southeast
Last month, the southeastern region of Florida had more than 600 new residential construction permits with a total value of nearly $222 million added to the HBW database. The average value of new home construction was highest in the southeast (average value: $365,996) in comparison to other Florida regions reviewed, and the majority of all new home construction took place in the two counties of St. Lucie (339 permits) and Palm Beach (137 permits).

The highest concentration of new swimming pool construction could be found in the southwestern region of Florida, where there were approximately 720 new permits with a total construction value of nearly $55 million. The average value of new pool construction was $76,179, and more than half of all new permits originated from the counties of Lee (291 permits) and Collier (177 permits).
Orlando
In the Orlando area, there were approximately 395 new swimming pool permits with a total construction value in excess of $24.2 million last month. The average value of new swimming pool construction was lowest in the Orlando area (average value: $61,635) in comparison to other regions reviewed, and more than half of all new construction took place in in the two counties of Orange (117 permits) and Osceola (98 permits).
Southeast
In the southeastern region of Florida, there were 370 new swimming pool construction permits with a total value of approximately $26.3 million last month. The average value of new swimming pool construction was $71,021, and the majority of all new permits on record originated from the counties of Palm Beach (151 permits) and Miami-Dade (80 permits).
Tampa
Last month, there were more than 355 new pool permits with a total construction value in excess of $28.5 million on record for the Tampa area. The average value of new swimming pool construction landed mid-range (average value: $80,150) in comparison to other Florida regions reviewed, and just over half of all new pool construction activity took place in the counties of Hillsborough (114 permits) and Pasco (70 permits).
Jacksonville
Last month, there were approximately 190 new pool permits with a total construction value in excess of $18.8 million in the Jacksonville area. The average value of new swimming pool construction was highest in Jacksonville (average value: $99,594) in comparison to other Florida regions, and the majority of all new permits originated from the counties of St. Johns (75 permits) and Duval (51 permits).

According to the latest Swimming Pool Construction Activity Trend Report released by HBW, new swimming pool construction is declining in the Lone Star State. From January through September of this year, there have been approximately 6,920 new swimming pool construction permits added to the HBW database, reflecting a significant 33 percent year-over-year decrease in pool starts.
All major metro areas included in the report (Dallas, Houston, Austin, San Antonio) have experienced significant year-over-year decreases in new pool construction (thru Q3-2023), ranging from 21 percent to 34 percent, and approximately 75 percent of all new swimming pool construction permits on record throughout the state originated from Dallas (3,226 permits) and Houston (1,939 permits).

Dallas
As previously noted, in Dallas, there have been 3,226 new swimming pool construction permits added to the HBW database through Q3-2023, reflecting a 34 percent year-over-year decrease in new swimming pool construction. Out of the six counties reviewed, just over half of all new permits originated from the counties of Dallas (837 permits) and Tarrant (793 permits), where there have been year-over-year decreases in new pool construction of 16 percent and 31 percent respectively.
Houston
Through the third quarter of this year there have been approximately 1,940 new swimming pool construction permits added to the HBW database for the Houston area, reflecting a 34 percent year-over-year decrease in pool starts. Out of the five counties that make up the Houston area, the majority of all new pool construction took place in Harris County (1,256 permits) where there has been a 21 percent year-over-year decrease in new permitting activity.
Austin
Since the start of this year (thru Q3-2023), there have been approximately 1,050 new swimming pool construction permits in the Austin area, reflecting a 32 percent year-over-year decrease in new swimming pool construction activity. Out of the four counties reviewed, the bulk of new permits could be found in Travis County (791 permits) where there has been a 32 percent year-over-year decrease in new pool construction.
San Antonio
The San Antonio area holds the fewest new swimming pool construction permits out of the four regions reviewed – So far this year there has been a 21 percent year-over-year decrease in new pool construction, resulting in more than 700 new permits on record with HBW through Q3-2023. The greatest amount of new construction took place in Bexar County (509 permits) where there has been a 21 percent year-over-year decrease in permits in comparison to the same time last year.

As we explored earlier this week, the latest HBW Building Activity Trend Reports for the Metro Atlanta area are in and ready for review through the third quarter of this year. Based on the latest data, there have been more than 16,315 new residential construction permits added to the HBW database for the Metro Atlanta area through Q3-2023; this figure reflects a 20 percent year-over-year decrease in new home construction.
Out of the 24 counties that make up the Metro Atlanta area, approximately 48 percent of all new home construction took place in the following five counties:
Gwinnett County – 2,815 permits
Cherokee County – 1,488 permits
Fulton County – 1,282 permits
Henry County – 1,071 permits
Cobb County – 1,018 permits
Although the Metro Atlanta area is exhibiting an overall decline in the market, there have been noteworthy gains in certain counties that demonstrate a healthy market. With year-over-year increases ranging from 5 percent (Gwinnett County) to a high of 41 percent (Barrow County), here is a list of a few counties that are displaying signs of growth through the third quarter:
Gwinnett County: +5 percent (YOY), 2,815 permits
Barrow County: +41 percent (YOY), 707 permits
Jackson County: +10 percent (YOY, 663 permits
Bartow County: +13 percent (YOY), 621 permits
Coweta County: +11 percent (YOY), 618 permits
On the opposite side of the spectrum, there are a few counties exhibiting significant declines in new home construction so far this year; those counties are as follows:
Cherokee County: -26 percent (YOY), 1,488 permits
Fulton County: -15 (YOY), 1,282 permits
Paulding County: -17 percent (YOY), 816 permits
Forsyth County: -28 percent (YOY), 797 permits
Hall County: -26 percent (YOY), 778 permits

Since the start of this year (thru September), there have been 2,257 new swimming pool construction permits added to the HBW database for the Metro Atlanta area. Based on the latest HBW Swimming Pool Construction Activity Trend Report, new swimming pool construction has been declining in the Atlanta area since last year, and through Q3-2023, the downward trend appears to be holding steady as there has been a 30 percent year-over-year decrease in new pool construction.
When reviewing the latest reports to identify where the greatest amount of new swimming pool construction activity is taking place, three counties appear to be standouts – Approximately 36 percent of all new pool construction in the Metro Atlanta area this year has taken place in the counties of Fulton, Gwinnett, and Cobb.
The greatest concentration of new pool construction permits originated from Fulton County where there have been 392 new permits added to the HBW database through Q3-2023, reflecting a 37 percent year-over-year decrease in new pool construction. Next in line behind Fulton, the two counties of Gwinnett and Cobb have had approximately 210 new swimming pool construction permits each through the third quarter of this year.
Within HBW reports, subscribers can view a breakdown of construction permit data and compare rates of growth year after year and county by county. Using this feature of the report, we noted that there have been numerous Metro Atlanta area counties that appear to be experiencing significant declines in new construction, while others are showing signs of improvement. For example, swimming pool construction appears to be gaining traction in Bartow County, as pool starts have doubled in comparison to the same time last year. Additionally, there are a few counties where pool construction is holding somewhat steady – For example, in Hall County there has been a minor 7 percent year-over-year decrease in pool starts (thru Q3-2023), resulting in more than 120 new permits on record with HBW. In the counties of Jackson and Paulding, new pool construction is right on track with last year’s figures with both areas having 92 and 106 permits on record through Q3 respectively.
On the other hand, there are also a few areas where new swimming pool construction is limited or not taking place at all; such areas include the counties of Clarke, Rockdale, and Banks where there have been less than 10 pool starts so far this year, as well as Clayton and Barrow where there have been less than 20 new swimming pool construction permits pulled through the third quarter of this year.
