
The Texas home construction market is off to a steady start in 2025, with builders across the state securing permits for new residential projects. Earlier this week, we analyzed HBW construction data reports to highlight the top-performing home builders in Texas. Now, we’re diving deeper into the latest permitting activity to uncover key data on residential construction. In January, there have already been more than 5,900 new residential construction permits with a total value of approximately $2 billion added to the HBW database for Texas; this figure reflects a month-over-month increase of 5 percent in new home construction.
Out of the four major metro areas reviewed (Dallas, Houston, Austin, San Antonio), Houston (2,848 permits) held the highest concentration of new permits last month, while Dallas came out on top for value by having the highest average value of new home construction on record for the month (average value: $395,700).
Here is a closer look at the total permits, average values, and leading counties for new residential construction in Texas during the month of January 2025:
Houston
As noted above, Houston led Texas in new home construction last month, having 2,848 new permits with a total construction value of approximately $870 million on record. The average value of new residential construction in Houston (average value: $305,375) landed on the lower to mid-range in comparison to other areas reviewed, and more than 50 percent of all new permits originated from Harris County (1,493 permits).
Dallas
Next in line behind Houston, the Dallas area ranked second for new home construction, having 2,170 new permits with a total value of nearly $859 million last month. As previously noted, the average value of construction was highest in the Dallas area (average value: $395,700) in comparison to other regions reviewed, and nearly half of all new permits originated from Collin County (1,028 permits).
San Antonio
In the San Antonio area, there were 475 new residential construction permits with a total value in excess of $128 million last month. The average value of construction was lowest in San Antonio (average value: $269,560) in comparison to other Texas areas reviewed, and the majority of all new home construction activity took place in Bexar County where there were approximately 315 new permits on record with HBW for the one-month period.
Austin
In Austin, there were approximately 420 new residential construction permits with a total value of nearly $143 million last month. The average value of construction in Austin (average value: $340,276) landed on the higher end of the spectrum in comparison to other metro areas reviewed, and 83 percent of all new permits originated from the counties of Williamson (195 permits) and Travis (154 permits).
